Mechanics, utility workers and other employees in the field of public works are most likely to receive the prevailing wage, and each county establishes its own wages. The prevailing wage for a certain area is figured out by the Department of Labor and Industries, and it is determined through collective bargaining agreements and surveys. Generally, if more than 50 percent of a certain set of workers receive one hourly wage, then that becomes the prevailing wage for that county.
